The Canada US trade talks breakdown that came minutes before a Friday night deadline has triggered a full tariff confrontation, with Prime Minister Mark Carney announcing Canada will match US levies ‘dollar for dollar’ after suspending negotiations.

A fresh wave of US tariffs on Canadian goods came into effect on Saturday after Carney said ‘last-minute changes in the US proposed terms were unfair, uneconomic, and called into question the reliability of any deal’. He directed negotiators to return to Ottawa.

What caused the Canada US trade talks breakdown

Trade negotiators had been engaged in intense talks since July, after President Donald Trump threatened to impose a 50% levy on nearly $20bn (C$28bn; £14bn) of Canadian imports. Trump had temporarily paused those tariffs earlier in the week, saying the two sides were close to signing a deal that was ‘very good’ for both countries.

Negotiators were reportedly discussing terms that would reduce US tariffs on Canadian steel and aluminium from 50% to 25%, and on Canadian autos from 25% to 15%. In exchange, Carney had asked Canadian provinces to restore US alcohol to store shelves.

US trade representative Jamieson Greer said in a statement that Canada had ‘declined to finalise the trade deal under the terms agreed earlier this week’. He added: ‘Despite the US offer to Canada to receive the best treatment of any major exporter to our market, new demands and walk backs of other commitments by Canada have upended the careful balance reached in the past days.’

Scope of the new tariffs and Canada’s response

Trump applied the new 50% tariffs using the Tariff Act of 1930, a Depression-era law. They cover about 5% of Canadian exports, including wine, dairy, cement, clothing and hockey equipment, and are in addition to existing levies already in place on Canadian steel, aluminium, autos and lumber.

According to the Prime Minister of Canada Official Website, the new US tariffs will be concentrated in sectors including steel, dairy, appliances, agricultural equipment, pulp and paper, and electronics. Carney also confirmed that Canada’s own reciprocal tariff measures will come into force the Tuesday after Labour Day.

Canada sends approximately 70% of its exports to the United States. The two countries have developed one of the world’s most deeply economically integrated trading relationships, and tensions have been building since Trump returned to office in January last year and began a wide-ranging programme of tariffs.

Economic stakes and job losses

Calgary-based economist Trevor Tombe published an analysis on Thursday estimating Canada could lose 90,000 jobs if the new tariffs were implemented. Financial analysts have projected the 50% tariffs could reduce Canada’s GDP by 0.3% to 0.6%.

The Canadian Chamber of Commerce called the tariffs ‘a body blow to North American competitiveness’. The chamber’s president Candace Laing said: ‘For a small Canadian exporter operating on tight margins, this isn’t an abstract trade dispute. It means looking at your orders, your payroll and your employees and asking what you can still afford.’

The Distilled Spirits Council of the United States said it was ‘unfortunate that the Canadian provinces’ continued refusal to return US spirits products to store shelves has led to this outcome’. It said exports to Canada fell more than 70% year-over-year from the start of the retaliatory ban in March through December 2025.

Provincial leaders back Carney

Doug Ford, premier of Ontario, said ‘the prime minister has my full support for a strong response, tariff for tariff, dollar for dollar’. Ontario, which has a large manufacturing and auto sector, has been among the hardest-hit provinces in the dispute.

British Columbia Premier David Eby said: ‘Our politeness should never be mistaken for weakness. We didn’t ask for this, but we’ll keep fighting for as long as it takes.’

A recent survey by Abacus Data found that around 36% of Canadians would support retaliating to US tariffs, while another 30% would want the Carney government to continue negotiating. Canada’s reciprocal measures are set to take effect the Tuesday after Labour Day, giving both sides a narrow window before the confrontation deepens further.
